City Manager  

The City Manager is responsible for the effective administration and operation of all services for the city of Johns Creek.

To do so, the City Manager tracks the progress of a variety of city projects, monitors the day-to-day activities of city departments and maintains necessary intergovernmental relationships with federal, state and local governments.

In fulfilling his responsibilities, the City Manager strives to develop cost-effective and innovative ways to implement the prescribed goals of Johns Creek, including its Capital Improvements Program (CIP).

An essential function of the City Manager is to provide professional leadership in the administration and implementation of the policies, goals and vision set forth by the Mayor and City Council.

In addition, the City Manager ensures equitable enforcement of the city's ordinances and oversees the Police and Fire departments.

John Kachmar

John Kachmar brings 21 years of experience in administration for full-service county governments around the U.S. to his position as the City Manager of Johns Creek.

As a full service county administrator in Pennsylvania, Maryland, Minnesota and South Carolina from 1986 to 2003, Kachmar was responsible for all municipal functions, including public safety, public works, community development, airports, school systems and 911 services.

Kachmar began his career in local government management in his native Lehigh County, Pennsylvania in 1986 following a six-year stint on Capitol Hill as Chief of Staff for US Rep. Don Ritter. He then served as County Administrator for St. Louis County, Minnesota (1993-1996), St. Mary's County, Maryland (1996-1999) and Beaufort County, South Carolina (1999-2003).

Prior to joining Johns Creek in 2007, Kachmar worked as a private consultant through his own firm to develop infrastructure financings for public/private partnerships.

Kachmar served with the US Marines in Vietnam from 1966 through 1968 and was awarded 2 purple hearts, a Navy achievement medal with combat V and the Vietnamese Cross of Gallantry. In total, he spent 15 years in the Marine, Army, and Navy Reserves.

He holds a BA from Moravian College in Bethlehem, PA, and did further studies at the JFK School of Government, Pepperdine University and the National Institute of Corrections.

Kachmar is a member of the International City/County Management Association (ICMA), the Georgia Municipal Managers Association and the Capitol Hill Former Administrative Assistants Association.
