City adopts $55.6M FY10 budget

budget processThe Mayor and City Council recently approved the city's Fiscal Year 2010 budget, totaling $55.6 million.

The total includes $45.8 million revenue from the general fund, $4.2 million in capital projects and slightly more than $2 million for the new 911 services provided under a partnership between Johns Creek and Sandy Springs.

Real and personal property taxes, the local option sales tax, insurance premium tax, business and occupation tax and franchise fees account for more than 88 percent of general fund revenues.

The largest expenses are for police and fire services ($19 million or 41.5 percent) and the city services contract with CH2M Hill ($17 million, 37 percent) to provide community development building inspection, code enforcement, public works, transportation, parks and recreation, courts and general government operations.

Approximately half of the funding for capital improvement projects comes from the state and federal governments, with the rest coming from the general fund. The projects slated for 2010 include:

  • Intersection improvement, Bell Road and Boles Road (engineering)
  • Intersection improvement/right of way, Jones Bridge Road at Waters Road
  • Intersection improvement/right of way, Jones Bridge Road at Buice Road
  • Intersection improvement/right of way, Jones Bridge Road at Morton Road
  • Trail amenities for Greenway, Rogers Bridge, State Bridge
  • Improve geometrics at three intersections
  • Sidewalk/multi-use trail construction
  • Street resurfacing
  • Bridge rehabilitation
  • Creation of an Intelligent Traffic System master plan, implementation of the ITS first phase and installation of a traffic control center for the ITS (all funded through a federal grant)

The budget also includes seed money for development of a joint branding initiative, building on the city's "Choose to Use Johns Creek" campaign in which citizens are urged to patronize local businesses and residents and businesses to use Johns Creek, GA as their address.

"We were pleased to present the Mayor and Council with a conservative budget that still maintains the current level of staffing and services, despite current economic conditions, and continues to build upon the success of our first two years as a city," City Manager John Kachmar said.

In approving the budget, the Mayor and Council praised the city manager, Finance Director Monte Vavra and all department heads for their hard work in putting together a budget that met those objectives.
