Public Works provides the City's transportation system, including road maintenance, traffic engineering, and transportation engineering, and manages the City's recreations and park facilities.

Ken Hildebrandt brings more than 22 years of experience in the civil engineering field, joining Johns Creek in November 2006.

Prior to coming to Johns Creek, he served as Smyrna's City Engineer for 16 years, overseeing budgeting, scheduling and implementation of $43 million dollars SPLOST Programs for road improvements; managing the widening of Atlanta and Spring Roads; and helping develop the award winning Smyrna Market Village, a mixed-used community/redevelopment project.

Scroggins joined Johns Creek in 2007, bringing 21 year of public service experience, most recently as Chief Inspector for the 10-year, $6 billion Capital Improvement Program at Atlanta Hartsfield-Jackson Airport, the largest public works project in the history of the state of Georgia.

Prior to that, he served as Public Works Administrator for Clayton County, Georgia for 19 years, managing the Public Works Department and overseeing that county's $240 million dollar SPLOST Program, a 5-year capital improvement initiative for transportation improvements.

Traffic Services Manager

Udell brings more than 13 years of experience in transportation engineering and planning to his work with the City.

Most recently, he was Project Manager for the engineering consulting firm Wolverton & Associates. Prior to that, he was a Transportation Engineer with Atlanta-based ARCADIS; an engineer for Street Smarts Heath & Lineback; and a Staff Engineer for the 1996 Olympic Games where he helped develop a citywide traffic plan for Atlanta.

Udell joined the City in 2007.

Transportation Engineer

Jenkins served most recently as a Transportation Engineer with the City of Roswell, Georgia, where she managed federally-funded capital projects, coordinated project status and funding issues with the Georgia Department of Transportation, Atlanta Regional Commission and Fulton County and prepared design and construction bid documents.

Previously, she served as a Project Engineer and Lead Project Engineer with the engineering firm of Jordan Jones & Goulding.

Jenkins joined Johns Creek in February 2007.

Kirk Franz, Recreation & Parks ManagerKirk Franz
Recreation & Parks Manager

Franz has lived and worked in the Johns Creek Community since 1997 and brings over 10 years of experience in Parks and Recreation to the City.

Joining the City in November 2006, Franz most recently served as Director of Newtown Recreation, a non-profit youth athletic association which supports programs at Johns Creek's Newtown Park. In that position, Franz oversaw all of Newtown Park's programs, which serve 5,000 participants each year.

Previously, he served as the Youth Athletics Coordinator for the City of Alpharetta, Georgia.
